This document is a report from the Arctic research community to the
National Science Foundation. Following the recommendations of a planning
group convened by the National Science Foundation in January 1997, the
foundation asked the research community for advice and guidance in its
long-term planning efforts by preparing a strategic plan for arctic marine
sciences. The intent was to provide a grassroots vision of the next decade
of research in the marine Arctic.
The objectives of this planning effort were to:
1* Identify the principal research issues in the marine Arctic,
including the opportunities for significantly advancing knowledge of
regionally and globally important processes;
2* Develop an appropriate overall research strategy to deal with these
issues and opportunities;
3* Consider the balance between large system-based studies and smaller
process-oriented studies;
4* Assess the optimal use of existing and projected resources in
implementing the overall research strategy, including such major
logistical additions as the USCGC Healy; and
5* Consider means of coordination with international activities.
A seven-member working group, appointed through the Arctic Research
Consortium of the United States (ARCUS), wrote a total of three drafts and
solicited extensive contributions and comments from the research community
and other interested parties. The result is "Marine Science in the Arctic:
A Strategy."
