This position is included in the Bargaining Unit and will be filled in
accordance with merit staffing provisions of the Collective Bargaining

THIS POSITION IS OUTSIDE THE COMPETITIVE CIVIL SERVICE
Appointment to this position will be made under the Excepted Authority
of the NSF Act. Candidates who do not have civil service status or
reinstatement eligibility will not obtain civil service status if
selected.Candidates currently in the competitive civil service will be
required to waive competitive civil service rights if selected. Usual
civil service benefits (retirement, health benefits, life insurance) are
applicable for appointments of more than one year. Disabled veterans
with 30% service-connected disabilities as well as other applicants with

DUTIES AND RESPONSIBILITIES
The incumbent is responsible for management of science support and
logistics activities that enable the Arctic Sciences Section to meet the
needs of its scientific communities in a timely, orderly, and
cost-effective manner.
The incumbent manages contracts with logistics support providers,
coordinates intra- and interagency agreements for research support and
logistics, and assists the section head in providing leadership in national
and international efforts to improve Artic research infrastructure. The
incumbent is responsible for support of scientific projects in a wide range
of disciplines funded by Arctic Social Sciences, Systems Science, and
Natural Sciences programs in the Arctic Science Section of the Office of
Polar Programs (OPP). In addition, he/she may also coordinate support
requirements for other divisions in the Foundation (i.e., members of
Arctic Affiliates) or for researchers supported by other Federal
agencies.
The responsibilities are wide-ranging. They may involve disciplinary or
multidisciplinary science; complex logistics efforts in air, and on land
and sea; cross-program, cross-directorate, and interagency (e.g.,
Department of Defense) activities; and international interests. The Office
of Polar Programs is responsible for planning, funding, and implementing
scientific research programs in both polar regions. Its management
activities extend to both the Arctic and Antarctic research, with
implementation effected by means of research grants, interagency and
cooperative agreements, and contracts for operational and logistical
support. Logistics efforts in both regions require continuing interactions
with support contractors, other government agencies, military personnel,
scientists, and native communities.
QUALIFICATIONS REQUIRED
US Citizenship is required.
Applicants must also have a Ph.D. or equivalent experience in one of the
following: Engineering, Biology, Glaciology, Geology, Geophysics,
Atmospheric Physics, or Oceanography. In addition, applicants must have six
or more years of successful research, research administration, and/or
logistics management experience pertinent to the position.

- Ability to organize, implement and manage a proposal-driven grant and
contracts programs that allocate resources to meet a broad spectrum of
program goals. - Knowledge of managerial and organizational concepts, principles and
techniques in order to plan and manage a large geographically
wide-ranging and complex scientific program, preferably in remote
locations. - Knowledge of logistics principles and techniques for a wide variety of
specialized functions (e.g. supply, maintenance, procurement,
construction, transportation, facilities, inventory, and property
management) mostly in remote areas. - Knowledge of science issues and modern technologies sufficient to
develop annual and long-range plans that balance logistics, science, and
budget needs. - Ability to work effectively with a variety of national and
international government agencies and with military, civilian, and
academic personnel to promote cooperative logistics efforts. - Ability to present and advocate program policies and plans to
scientific and peer groups, and to management and policy groups.
BASIS FOR RATING
Final ranking is based on an evaluation of your experience, education and
training as they relate to the knowledge, skills and abilities specified in
the Quality Ranking Factors. Current performance appraisal, letter(s) of
recommendation, and awards may also be used in the evaluation process.
CONDITIONS OF EMPLOYMENT
Appointment to the position is contingent upon successful completion of the
appropriate background investigation. The incumbent must be able to visit
field sites in the Arctic and to perform some work aboard ships, aircraft,
and other vehicles. The incumbent must be able to pass rigorous annual
physical exams for longer-term deployment in the Arctic. Satisfactory
completion of a one-year trial period may also be required.
