FIRST ANNOUNCEMENT
International Workshop on Land-Ocean Interactions in the Russian Arctic
(LOIRA): New Approaches and Methods
5-8 December 2000

LOIRA is a comprehensive, multidisciplinary project, devoted to
investigations of the exchange processes of matter and energy in the
coastal zone of the Russian Arctic.
The First International LOIRA Workshop was held in Moscow in September
1996, with the general aim of preparing the LOIRA Science Plan. This
Plan basically used plans from the LOICZ (Land-Ocean Interactions in the
Coastal Zone, an IGBP Core Project) and ELOISE (European Land-Ocean
Interaction Studies) projects and adapted them to the Russian Arctic.
In 1997, the IASC Secretariat in Oslo, Norway, published a Proposal for
Research Programme based on Russian Priorities.
The Second International LOIRA Workshop was held in January 1998 in
Moscow, Russia and was devoted to the development of the LOIRA
Implementation Plan, which was printed by the IASC Secretariat in May
2000 (copies available from the IASC Secretariat, e-mail:
iascdesk [at] iasc.no).
The LOIRA Science Plan includes seven Foci, which cover almost all
aspects of the Coastal Zone of the Russian Arctic. It is clearly
difficult to carry out such a multidisciplinary project in all Foci
simultaneously and the system approach allows for the choice of at least
three priority Foci in the first stage of the Project (2000-2003) - Foci
1, 3, and 7.
Focus 1. The effects of changes in external forces or boundary
conditions on coastal fluxes.
Focus 2. Permafrost of the coastal zone of the Russian Arctic seas.
Focus 3. Terrestrial, freshwater, and coastal ecosystems: changing
environments under anthropogenic impact.
Focus 4. Studies of the structure and functions of the biological
components of marine ecosystems.
Focus 5. Geomorphology and prediction of Pechora Sea coastal changes.
Focus 6. Carbon fluxes and trace gas emission.
Focus 7. Social and economic development of the Arctic coastal zone.
The GOALS for the present Workshop are:
- to identify research methods and approaches in the framework of the
LOIRA project; - to propose a timetable for the project;
- to establish scientific and cooperative links with foreign scientists
and to establish relations with eight other national and international
projects and programmes.
GENERAL THEMES
- The system approach to studying the processes at the river-sea
boundary. - Methods of study of the exchange of matter and energy between
continent and coastal zone of the Arctic seas. - Methods of study of social-economical problems in the Russian Arctic.
- Cosmic and remote sensing methods of study of coastal zone.
- Modeling, reporting, and data management.
LOCATION AND LODGING
The Workshop will be held in the Conference Hall of the Hotel "Uzkoe,"
Russian Academy of Science, Moscow.
Accommodations for participants of the Workshop will also be reserved at
this Hotel.
PRELIMINARY COSTS for single and double rooms are approximately $35-$50
USD.
MEALS: approximately $20-$30 USD per day.
FUNDS
The Workshop will be supported by IASC. Foreign participants must apply
to their own national funding agency.
PARTICIPANTS
At least 80-100 Russian and foreign scientists are expected.
CONFERENCE LANGUAGE: English and Russian.

ABSTRACTS
Deadline for Abstracts is 15 October 2000.
Abstracts should be sent in two ways:
1) a hard copy and
2) an electronic version (on a floppy disk).
The hard copy should be identical to the electronic version. Please use
laserjet or inkjet printers in order to produce clear hard copies.
The electronic version should be presented in Microsoft Word-6, Word-98,
font: Times New Roman, size 10, printing area 11.5 x 18 cm (sheet size:
A4, margins: top and bottom - 6 cm, right and left - 4.7 cm). Abstracts
should not exceed 2 pages. Use Bold font, size 12 for your initials,
surname and title, and font size 9 for the name of your institution. Use
font size 10 for the text (single-spaced) of your abstracts, a new
paragraph - 5 mm. Abstracts will not be edited.
