Intersections: Challenges of Higher Education in the Arctic

Deadline for Submissions: 21 February 2001

Higher education in the North experiences a number of competing tensions
which are grounded in the dichotomies between being a component of
national development versus being a player in globalization processes,
and responding to agendas set by local conditions or requirements versus
more global approaches and generalized demands.

This four-hour workshop will focus on the different agendas influencing
higher education in the Arctic, and will discuss means, measures, and
priorities for further development of educational opportunities.

An introductory session featuring a few key-note presentations will
outline the dilemma, followed by a discussion session where short
presentations can be exchanged, focusing on practical experiences and
recommendations for future development of higher education in the North.

Issues that need to be dealt with include:

  • what content is relevant to the North? are there good ways to
    determine the local agenda?
  • what is useful content, and how does it relate to the local agenda?
  • how can international standards be integrated with local
    requirements?
  • how can the educational system satisfy local expectations? student
    expectations?
  • are student expectations realized by the educational experience?
  • what forms of cooperation enhance the educational possibilities?
    what are the obstacles?
  • what are the experiences from CASS, CAES, or other
    exchange/experiential programs?
  • how can the University of the Arctic deal with these issues?
  • are educational institutions keeping pace with the development of the
    concept/identity of the arctic region?
  • where is the boundary between the political and the academic? is
    this productive?
  • what is the interplay between local, national, and arctic-regional
    interest and how does this affect higher education opportunities?
