Invitation to Submit Restoration Proposals for FY 2003

The Exxon Valdez Oil Spill Trustee Council administers the restoration
fund established following the Exxon Valdez oil spill to restore the
resources injured by the spill, and the reduced or lost services (human
uses) the resources provide. Each year the Council invites individuals,
private industry, government agencies, and other interested parties to
submit proposals for restoration projects.

The Exxon Valdez Oil Spill Trustee Council's Invitation to Submit
Restoration Proposals for Federal Fiscal Year 2003: Phase 1 was
published on 15 February 2002 with proposals due 15 April 2002. The
invitation, which includes instructions for submitting proposals, is
available on the web at http://www.oilspill.state.ak.us or by contacting
the EVOS Restoration Office in Anchorage at 907/278-8012 (toll free
1-800/478-7745 within Alaska or 1-800/283-7745 outside Alaska).

Proposals are being invited at this time to: (a) continue FY 02 projects
on lingering oil-related injury and conduct new, innovative work on
lingering oil effects, and (b) continue FY 02 GEM transition projects
and conduct new GEM-related synthesis projects. GEM (Gulf Ecosystem
Monitoring and Research Program) is the Trustee Council's long-term
monitoring and research program. The total amount of awards under Phase
I will be roughly $1.5-2.0 million. Phase II, which will invite
proposals to begin implementation of GEM, will be issued in late summer
2002.

FY 2003 Invitation Will Be in 2 Parts

Because GEM will not be formally adopted by the Trustee Council until
June 2002, the FY 03 Invitation will be issued in two parts - Phase 1 in
February 2002 to deal primarily with continuing projects and Phase 2 in

late summer 2002 to meet GEM needs for FY 03.

Will ask for proposals in a new format that address implementation of
the GEM monitoring and research program, as specified in the GEM Program
Document (GPD). Please note that the draft GPD currently on the Trustee
Council's web site may be revised following completion of National
Research Council review (due April 2002) and prior to Trustee Council
adoption (scheduled for June 2002). Phase 2 proposals will need to be
responsive to the version of the GPD actually adopted by the Trustee
Council.

Please Note: There is no advantage to submitting a proposal for GEM
implementation during Phase I, to "get in early" on Phase 2. Proposals
not responsive to the Phase I Invitation will not be considered, and
will have to be rewritten and reformatted to be fully responsive to the
new criteria and format requirements of the Phase 2 Invitation.
