"Climate Change and International Security: The Arctic as a Bellwether,"
a report by the Center for Climate and Energy Solutions (C2ES), examines
arctic-related announcements and actions by circumpolar states including
the United States, Canada, Russia, and several European countries. It
concludes that the emerging security issues in the Arctic could
foreshadow climate change's broader influence on global geopolitics.
In their analysis of countries' announcements and actions since 2008,
the report's authors found that while there is widespread support for
the goal of maintaining cooperative relations in the region, several
countries have also made clear that they intend to defend their national
interests there if necessary. To keep relations from veering toward
conflict, the report calls for countries to move quickly to strengthen
existing multilateral mechanisms. As a first step, it recommends that
the Arctic Council, which includes all of the arctic states, reconsider
its existing prohibition on discussing military security issues.
